Kenya is gravely concerned by the announcement made by the Russian Federation to recognize Donetsk and Luhansk regions of Ukraine as independent states. In our considered view, this action and announcement breaches the territorial integrity of Ukraine.

케냐는 러시아 연방이 우크라이나의 도네츠크와 루한스크 지역을 독립 국가로 인정한 것에 대해 크게 우려하고 있습니다. 우리가 고려한 관점에서, 이 조치와 발표는 우크라이나의 영토 보전을 위반합니다.

We do not deny that there may be serious security concerns in these regions. But they cannot justify today’s recognition of these regions as independent states -- not when there are multiple diplomatic tracks available and underway that have the ability to offer peaceful solutions.

Mr. President, this situation echoes our history. Kenya and almost every African country was birthed by the ending of empire. Our borders were not of our own drawing. They were drawn in the distant colonial metropoles of London, Paris and Lisbon, with no regard for the ancient nations that they cleaved apart.

Today, across the border of every single African country, live our countrymen with whom we share deep historical, cultural and linguistic bonds.

오늘날 아프리카의 모든 국가의 국경 저편에는 우리와 역사적, 문화적, 언어적으로 깊은 유대를 공유하는 사람들이 살고 있습니다.

At independence, had we chosen to pursue states on the basis of ethnic, racial or religious homogeneity, we would still be waging bloody wars these many decades later.

만약 우리가 독립하면서 종족이나 인종, 종교적 동질성에 기반한 국민국가 수립을 추구했더라면, 우리는 수십년이 흐른 지금까지도 피비린내나는 전쟁을 하고 있을 것입니다.

Instead, we agreed that we would settle for the borders that we inherited, but we would still pursue continental political, economic and legal integration. Rather than form nations that looked ever backward into history with a dangerous nostalgia, we chose to look forward to a greatness none of our many nations and peoples had ever known.

그 대신, 우리는 우리가 물려받은 국경에서 출발하기로 합의했습니다. 물론 우리는 아프리카 대륙의 정치적, 경제적, 법적 통합을 계속해서 추구할 것입니다. 하지만 우리는 위험한 노스탤지어(향수)에 사로잡혀 역사 속으로 뒷걸음질치는 국가를 만들기보다는, 이전에 어떤 나라나 국민들도 보지 못한 위대함을 향해 나아가기로 선택했습니다.

We chose to follow the rules of the Organisation of African Unity and the United Nations charter, not because our borders satisfied us, but because we wanted something greater, forged in peace.

우리가 아프리카단결기구(OAU)와 유엔 헌장의 규칙을 따르기로 한 것은 지금의 국경에 만족해서가 아니라, 평화가 구축할 수 있는 더 위대한 것을 원하기 때문입니다.

We believe that all states formed from empires that have collapsed or retreated have many peoples in them yearning for integration with peoples in neighboring states. This is normal and understandable. After all, who does not want to be joined to their brethren and to make common purpose with them?

제국이 붕괴하거나 후퇴하면서 만들어진 모든 국가 안에는 이웃 나라와 통합하기를 소망하는 많은 사람들이 있을 것입니다. 이는 정상적이고 또 이해할 만한 일입니다. 형제와 하나되어 공동의 목적을 추구하고 싶어하지 않는 이가 어디 있겠습니까?

However, Kenya rejects such a yearning from being pursued by force. We must complete our recovery from the embers of dead empires in a way that does not plunge us back into new forms of domination and oppression.

하지만 케냐는 그런 소망을 무력을 써서 추구하는 것에 반대합니다. 우리는 죽어버린 제국의 잔불로부터 완전히 회복해야 하지만, 그렇다고 해서 새로운 형태의 지배와 억압에 다시 내몰려서는 안됩니다.

We rejected irredentism and expansionism on any basis, including racial, ethnic, religious or cultural factors. We reject it again today.

케냐는 인종, 종족, 종교, 문화적 요인으로 인한 실지회복주의와 확장주의를 반대했습니다. 그리고 오늘 다시금 이에 반대하고자 합니다.

Kenya registers its strong concern and opposition to the recognition of Donetsk and Luhansk as independent states. We further strongly condemn the trend in the last few decades of powerful states, including members of this Security Council, breaching international law with little regard.

케냐는 도네츠크와 루한스크를 독립 국가로 인정하는 것에 대해 강한 우려와 반대를 표명합니다. 그리고 우리는 안전보장이사회의 회원국을 포함하여 지난 수십 년 동안 강대국들이 거의 고려하지 않고 국제법을 위반하는 경향을 강력히 규탄합니다.

Multilateralism lies on its deathbed tonight. It has been assaulted today as it as it has been by other powerful states in the recent past. We call on all members to rally behind the Secretary-General in asking him to rally us all to the standard that defends multilateralism. We also call on him to bring his good offices to bear to help the concerned parties resolve this situation by peaceful means.

다자주의는 오늘 밤 임종 직전에 놓여있습니다. 그것은 최근 과거에 다른 강대국들에 의해 그랬던 것처럼 오늘도 공격을 받고 있습니다. 우리는 모든 회원국들에게, 다자주의를 옹호하는 기준에 우리 모두를 결집시킬 것을 요청하는 UN사무총장의 뒤를 따르기를 촉구합니다. 우리는 또한 관련 당사자들이 평화적인 방법으로 이 상황을 해결할 수 있도록 그의 선한 역할을 수행할 것을 그에게 요청합니다.

Let me conclude, Mr. President, by reaffirming Kenya's respect for the territorial integrity of Ukraine within its internationally recognized borders. Thank you.
